Rise of Empire Locked Promo Pack
This exclusive expansion for Star Realms® contains cards that were not unlocked during the Star Realms Rise of Empire crowdfunding campaign. This promo pack contains 1 rules card and 20 game cards, including new ships, bases, heroes, and events for the trade deck.
Note: Many backers received promo packs with their copy of Rise of Empire. Please note: While playing the Rise of Empire campaign, you should only use the cards in the game box, and optionally Scenario 11B and the Infinite Replay Kit. After you finish the campaign, you may add Promo Packs and other Star Realms products.
Note: This pack includes single copies of Mech Armory, Firing Point, Shuttle Bay, and Battle Cluster. See the Star Realms Rise of Empire: Backer Promo Pack for an optional second copy of each, plus 58 other cards that were unlocked during the crowdfunding campaign.
Note: On the rules card, the “Mercenary Icon” section indicates the opposite side of the card should have rules for gaining faction symbols as effects. This is incorrect. Those rules are provided below, and in the Rise of Empire: Backer Promo Pack.

Additional Rules
Double Faction Symbols
A Double Ally Ability is indicated by a double faction icon on the left edge of a card’s ability box. A Double Ally Ability works just like a regular Ally Ability, except it doesn’t trigger until you have two other cards (allies) of that faction in play.

Gaining Faction Symbols as Effects
While faction icons that are aligned to the left edge of an ability box are triggers for ally abilities, faction icons that appear near the middle of an ability box are effects. When you gain a faction icon as an effect, you count as having an additional card of that faction in play that turn, but only for triggering ally abilities. For example, if you gain the Star Empire symbol as an effect, you may then use any Star Empire ally abilities on cards you have in play that turn, as long as you haven’t already used those abilities that turn.
